Since January 1, 2026, there has been an uptick in swatting/bomb threats directed towards Louisiana Schools. Since the beginning of this calendar year Louisiana has received eight (8) confirmed hoax bomb threats with possible connections/ties to the online NVE community/the com. At the beginning of this month, there have been bomb threats statewide, including in Orleans Parish, Pointe Coupee Parish. Lafayette Parish, Saint Martin Parish & Saint Landry Parish. Upon further investigation regarding the threats made in Louisiana, we are starting to see that a majority (but not all) of the IP addresses used to make the threats have been coming back to overseas (UK/Ukraine). Some ofthese threats may be attributed to the presence of a dark digital subculture, known as The Community, referred to as the Com or just Com, has grown into a significant threat to young people targeted and exploited by an evolving network of online and offline criminals. These groups pose a threat to communities and schools because of their ability to exploit, recruit, and possibly radicalize children.

Grown from several existing subcultures, including the violent militant accelerationist ecosystem, the most notorious group to come from the Com is 764. Started by an American teenager, 764 is one node in a web of different Com groups focused on sexually extorting typically young girls and women to commit an increasingly degrading series of actions that includes finding and abusing new young people on their behalf, self- harm, and even coached suicide. Gaming and gaming culture play an important role in the Com Network. Popular games like Roblox, Minecraft, Valorant, and Call of Duty Mobile are some of the most common places where victims and prospective members are initially recruited. Minors who play these games are preyed upon by members of Com and are targets for recruitment into the Com Network groups on Discord and Telegram.

Some groups associated with 764/COM possess private chat rooms on Telegram where they sell and distribute child pornography. In one such room owned by a "CVLT group", there were images of young boys in front of swastika flags and prepubescent children being forced to engage in various sex acts. Some appeared to be as young as 5 or 6. There were also chat messages claiming it was okay to rape underage white girls in order to preserve the white race. In one chat, a kid offered to sell photos of his younger sister-but the buyer said 15 was too old and that he needed them to be between 4 and 7 years of age. These rooms were sometimes easily accessed by simply clicking on invite links, and some even blatantly read "child porm."This same group also livestreamed multiple teens committing suicide. One was by hanging and another by pills swallowed in a bathtub. They further coerced some of their victims into streaming the killing of their pets. Threat actors in the 764/COM tend to target locations/places that are going to bring about the highest "views". They are trying to impress the known members of the group, &/or make a "name"for themselves so that they get more popular. The larger the law enforcement response, the higher their views will be & the more "popular" they become.

For the past 4 years, this group has grown, and this type of abuse has become increasingly prominent.

Individuals, agencies, and organizations should be aware that bomb threats may be made by individuals being extorted by NVE groups. These individuals may have other indicators typical of extortion by this group such as signs of self-harm. The individual may have accounts in encrypted chat systems like Telegram or Signal, or gaming message boards such as Discord. Any phone numbers, email addresses, or any contact information associated with a threat may also be linked to 764/COM groups and should be investigated with these TTPs in mind.
