SPECIAL SCHOOL BOARD MEETING

Wednesday, March 18, 2015

 

 

The Pointe Coupee Parish School Board met in a special session on Thursday, March 18, 2015, at 337 Napoleon Street in New Roads, Louisiana 70760.  President Frank Aguillard, Jr. called the meeting to order at 6:01p.m.

 

Board members present were: Chad Aguillard, Frank Aguillard, Brandon Bergeron, James Cline, Leslie Grezaffi, and Bobby Jarreau

 

Board members Anita LeJeune and Thomas Nelson were absent.

 

Central Office Staff in attendance were:  Superintendent Linda D’Amico, Bridget Berry, Lacey Bueche, Lisa D’Aquila, Donald Fuselier, Kate Guillory, and Karla Jack.

 

Mr. Frank Aguillard, Jr. led everyone in the Pledge of Allegiance to the Flag of the United States of America.

 

Mrs. Karen Shaw was requested to offer the invocation.

Adoption of Superintendent Selection Process Procedures.   President Frank Aguillard stated the two-round interview process used in 2009 when the last Superintendent was hired worked well.  Mr. Aguillard mentioned other school systems have used our process and he was told by some school districts they wish they would have utilized our system’s process.  He stated 95% of the interviews were conducted in public and this will be repeated this time; personal candidate questioning was done in an executive session, which lasted no more than 15 minutes.  President Aguillard announced that all 12 applicants will be interviewed and at the conclusion of all interviews, the Board will vote to reduce the field of applicants to three (3) finalists.  Mr. Aguillard stated the last time this was done 5 applicant finalists were chosen to proceed to the next round of interviews; however, he changed the number of applicant finalists from 5 to 3 this time.  Mr. Cline mentioned there were more applicants last time; therefore, changing the number from 5 to 3 would be correct.  President Frank Aguillard requested that Superintendent D’Amico read the following procedures:

 

 

 

PROCEDURES FOR 2015 SELECTION OF SUPERINTENDENT OF SCHOOLS

 

INTERVIEWS WILL BE CONDUCTED IN TWO ROUNDS

 

Ø  ROUND ONE INTERVIEW PROCESS:  Individual interviews (questions will be posed to all applicants outside of each other’s presence).

 

·       The interviews will be scheduled on one or more days at the discretion of the Board.

 

·       All qualified applicants will be interviewed in round one.

 

·       Applicants will be scheduled for interviews for round one utilizing a random selection method, “draw names out of a hat”, to determine order of interviews.

 

·       Round one of the interviews will be open to the public and videotaped.

 

·       The public may submit a question on a card provided at the entrance of the meeting room 30 minutes before the 1st interview.

 

·       Round one questions posed by the moderator or members of the School Board may be from questions received from the public via U.S. mail, email or on cards.

 

·       Round one interviews will be approximately 45 minutes in length per applicant, allowing time for the applicant to make an opening statement, respond to a set of questions posed by a moderator, respond to questions posed by School Board members, and make closing statements.

 

Ø  ROUND ONE VOTING PROCESS: 

 

·       At the conclusion of all interviews, the Board will vote to reduce the field of applicants to three (3) finalists.

 

·       All votes must be cast in public, reflected in the minutes of the meeting and attached to the minutes.

 

·       Each Board member will receive a written ballot prepared with the names of the qualified applicants. Each Board member will select three (3) names and sign/date the ballot.

 

·       The ballots will be submitted simultaneously to Mrs. Linda D’Amico, Superintendent, for tabulation of votes.

 

·       The votes of all School Board members will be tallied and those applicants receiving the top three vote totals will proceed to the next round of interviews.

 

·       In the event that the top three vote totals involve more than three (3) applicants, a runoff ballot involving only those who are tied shall be conducted.  Board members shall vote for the number of positions to be filled in order to have three (3) finalists.

 

·       PROCEDURES FOR 2015 SELECTION OF SUPERINTENDENT OF SCHOOLS

 

 

Ø  ROUND TWO INTERVIEW PROCESS:  Public Forum (Debate Style Format)

 

·       Prior to the public forum, a “meet and greet” reception will be held to allow members of the public to talk informally with the finalists in a social gathering.

 

·       A public forum will follow and the three (3) finalists will simultaneously be asked questions by an impartial moderator.

 

·       Finalists will answer all questions within the order of response changing with each question.

 

·       The Public Forum will be videotaped.

 

·       The finalists will be notified in writing at least 24 hours before the forum that the Board may go into an executive session to discuss their professional competence with assumption that they have no objection thereto unless they respond to the Board to the contrary.

 

·       Following the public questioning of the finalists, the Board may go into executive session for more personal questioning relative to the competence or character  of the finalists, if necessary, and could discuss outside of the presence of the finalists their relative strengths and weaknesses.

 

Ø  ROUND TWO VOTING PROCESS:

 

·       At the conclusion of the open forum and possible executive session, the Board will cast their vote for a Superintendent of Schools.

 

·       When the Board is ready to make its final selection, all votes must be cast in public, reflected in the minutes of the meeting, and attached to the minutes.

 

·       Each Board member will receive a written ballot prepared with the names of the three (3) finalists.

 

·       Each Board member will have one (1) vote and will sign the ballot.

 

·       The ballots will be submitted simultaneously to Linda D’Amico, Superintendent for tabulation of votes.

 

·       The votes of all School Board members will be tallied.  The voting shall continue until one (1) of the finalists has received five (5) or more votes.

 

Also discussed were the procedures for encouraging public input.  An advertisement will be published in the local newspaper regarding interview questions.

Interviews will be conducted by the Pointe Coupee Parish School Board for the position of Superintendent of Schools beginning April 20, 2015 through April 21, 2015.

 

Members of the public are invited to submit questions to the Board that they would like to see posed to all applicants during the interview process.

 

Questions should be submitted in writing to Superintendent Linda D. D’Amico at Post Office Drawer 579, New Roads, LA 70760 or via email at linda.damico@pcpsb.net; this must be received no later than April 17, 2015, in order to receive consideration.

 

·       Send letters to other public bodies regarding interviews for the position of Superintendent inviting them to submit potential questions.  Questions must be submitted in writing to Superintendent D’Amico for consideration by the School Board.

 

·       The public may submit a question on a card provided at the entrance of the meeting room 30 minutes before the 1st interview begins.

 

·       Meet & Greet Public Candidate Forum

 

Mr. James Cline made a motion to adopt the procedures that were presented for the selection of Superintendent of Schools 2015.  The motion was seconded by Mrs. Leslie Grezaffi.  Being there was no opposition, the motion carried.

 

Mr. Frank Aguillard announced he was contacted by a local Superintendent informing him that he has information regarding salaries of all the Superintendents in the State and would provide a copy to him.  Mr. Aguillard stated he will share the information with all School Board members upon receipt.

President Frank Aguillard entertained a motion to adjourn.

 

Adjournment.  Mr. James Cline made a motion to adjourn.  Mrs. Leslie Grezaffi seconded the motion and the meeting adjourned at 6:15 p.m.
