The Pointe Coupee Parish School Board met in a regular session on Thursday, March 25, 2010, at 337 Napoleon Street, New Roads, LA.  Mr. Chad Aguillard, President, called the meeting to order at 5:30 p.m.    

 

Board members present were Chad Aguillard, Frank R. Aguillard, Jr., Brandon Bergeron, James Cline, Debbie Collins, Kevin Hotard, Anita LeJeune, and Thomas A. Nelson.

 

Mr. Thomas Nelson led the Pledge of Allegiance to the Flag of the United States of America.

 

Mrs. Debbie Collins offered the invocation.

Recognition of Student for Winning Art Contest.  The School Board recognized Morgan Alyse Chism, a third grade student from Valverda Elementary School, for winning first place in the art contest sponsored by the Louisiana School Boards' Association. President Aguillard reiterated how proud he was of Morgan for being chosen as a first place winner in the kindergarten through fourth grade division!  Board Member Anita LeJeune was instrumental in securing a scholarship to a summer art program sponsored by the Julien Poydras Museum and Arts Council that will be taught by Erin Moore, a scholarship to an arts program sponsored by the Arts Council of Baton Rouge; she was also presented with a basket of art supplies and an artist set.

Expressions of Sympathy.  On motion by the entire Board and seconded by the entire Board, an expression of sympathy was offered to the families of:

 

Evelyn Muller Davis, the mother of Yvonne David, a clerk at the Pointe Coupee Parish School Board's Maintenance Department.

 

Joseph "Jay" Ewing, a retired educator with the Pointe Coupee Parish School Board, and brother of Phyllis Ewing Brashier, an employee that teaches in the school system.

 

Edward C. Nelson, a former retired principal of Rosenwald High School.

 

Annie Nelson, the mother of Thomas A. Nelson, a member of the Pointe Coupee Parish School Board.

Consider Purchasing Flood Insurance.  Superintendent D'Amico stated that an elevation report for buildings located on the campus of Rosenwald Elementary School had been done for flood insurance quote purposes; elevation certificates were delivered to Insurance Agent Donald Cazayoux.  Mrs. D'Amico also requested that Mr. Cazayoux provide flood insurance quotes for other School Board buildings.  Mr. Cazayoux submitted quotes for all of the School Board properties.  Mr. Nelson suggested that before committing to purchasing insurance for all schools, the Board should review the situation further.

 

On a motion by Mr. James Cline, seconded by Mr. Thomas Nelson, the Board voted unanimously to defer the agenda item regarding the purchase of flood insurance to the Finance Committee for further review.

Discussion/Action Regarding Monthly Financial Information.   Mr. Jared Gibbs, Chief Financial Officer, presented copies of the bank statement, current asset balances, sales and use tax revenue, an accounting statement of revenues and expenditures, a consolidated operating statement, as well as an outstanding check report.

 

On a motion by Mr. Kevin Hotard, seconded by Mr. Brandon Bergeron, the Board voted unanimously to approve the monthly financial information as presented by Chief Financial Officer Jared Gibbs.

Committee Meeting Reports.This item was deferred and would be dispensed with agenda items eighteen, nineteen and twenty.

Head Start Supervisor's Monthly Report.   Mrs. Karen Holmes-Shaw mentioned that she had to make sure that certificates for insurance, health/sanitation, Fire Marshall and structural soundness were obtained prior to receiving the Class A Daycare Licensing requirement.  She happily reported that she had received notification on Wednesday, March 24, 2010  that the Pointe Coupee Parish School Board was awarded the license and students will be allowed to attend classes in the buildings at the elementary school sites effective Monday, March 29, 2010.  Mr. Thomas Nelson questioned the number of students on the waiting list at Rosenwald Elementary.  Mrs. Shaw reported that some of the potential students moved, dropped or transferred and that there are roughly 10% of the 153 enrollment slots that are available.  Mrs. Shaw mentioned that she has collaborated with Head Start personnel at the West Baton Rouge School Board and the Ascension Parish School Board for guidance.  Mr. Brandon Bergeron was inquisitive about the current conditions and after assessment what could the School Board do to assist with the program.  Mrs. Shaw stated that she has to compile a list (i.e., refrigerator and storage issues, but she is working with Mr. Robillard to remedy the situation); staffing is based upon participation and she is in dialogue with Superintendent D'Amico while watching the dollars!  School Board members received a  Head Start Supervisor's Report for the month of March 2010 from Mrs. Shaw.

 

Mrs. Debbie Collins made a motion, seconded by Mr. Kevin Hotard, to receive the written Head Start Supervisor's monthly report for March 2010 prepared by Mrs. Shaw.  Unanimously carried.

School Food Service Supervisor's Report.  Mr. Thomas Nelson made a motion, seconded by Mrs. Debbie Collins, to accept the report that was presented by Mrs. Vivian Landry, the current contracted School Food Service Supervisor.

Permission Granted for the School Food Service Department to Advertise. Mr. Brandon Bergeron made a motion, seconded by Mr. Thomas Nelson, to grant permission for the School Food Service Department to advertise for food, milk, bread/bread products, cleaning and paper supplies, and small/large equipment for school year 2010-2011.  Unanimously carried.

Consider Awarding Re-Roofing Bids for Rosenwald, Rougon, and Upper Pointe Coupee Elementary Schools.  Mr. Frank Aguillard made a motion, seconded by Mr. James Cline, to defer the agenda item regarding awarding re-roofing bids for Rosenwald, Rougon and Upper Pointe Coupee Elementary Schools until such time as a special meeting is called.  Unanimously carried.

Discussion/Action Regarding QSCB Funding for Second Priority Projects.  Mr. Frank Aguillard made a motion, seconded by Mr. Thomas Nelson to accept Superintendent D'Amico's recommendation to defer the agenda item regarding Qualified School Construction Bond funding for second priority projects until such time as a special meeting is called.  Unanimously carried.

Correction to Previously Adopted Class Ranking Graduation Policy.  Mrs. Debbie Collins reported that she had called a Consent Committee meeting on March 22, 2010 to address the previously adopted class ranking graduation policy; corrections and changes were suggested by the Committee.  A discussion ensued regarding dual enrollment (college courses 5.0 GPA 4.0 GPA), transfers, policy retro-active from the beginning of the 2009-2010 school year, etc.  President Aguillard requested that Superintendent D'Amico address the dual enrollment and transfer aspects of the policy.    Mrs. D'Amico explained that the previous policy that was adopted in January overlooked the fact that the former policy listed the word semester, which was carried over from the block schedule, etc. and recommended that the Board consider revising the policy to reflect the  following:  Students taking college classes for dual enrollment high school credit shall be awarded the following quality points: A (5), B (4), C (3), D (2), F (0), effective 2009-2010 school year, with the 4.0 ranking scale capped at a 4.0 and recommends lifting the 4.0 ranking scale with the 2010-2011 freshman class.   Additionally, honor graduates should be recognized according to their cumulative grade pointe average: Suma Cum Laude 3.700 - 4.00; Magna Cum Laude 3.400 - 3.699; Cum Laude 3.000 - 3.399 and a student who transfers to Livonia High School after the start of his/her junior year is ineligible for these honors.  Superintendent D'Amico mentioned that she had met with a committee comprised of the Principal, Counselors and Board Member Collins.

 

Board member Collins stated that she was of the opinion that this policy should have been addressed at the beginning of the 2009-2010 school year.

 

Mr. Frank Aguillard made a motion, seconded by Mr. Kevin Hotard, to accept Superintendent D'Amico's recommendations to revise the previously adopted class ranking graduation policy to reflect those changes as presented by Superintendent D'Amico.

 

A roll call vote resulted in the following:

 

YEAS:  Frank Aguillard, Brandon Bergeron, James Cline and Kevin Hotard

 

NAYS:  Chad Aguillard, Debbie Collins, Thomas Nelson and Anita LeJeune

 

The motion failed by a 4-4 vote of the Board.


Mr. Thomas Nelson made a motion to adopt the policy as written with the exception of section five regarding students taking college classes for dual enrollment high school credit shall be awarded the following quality points: A (5), B (4), C (3), D (2), F (0),  2010-2011, instead of 2009-2010.  The motion was seconded by Mrs. Debbie Collins.   A roll call vote resulted in the following:

NAYS:  Frank Aguillard, Brandon Bergeron, James Cline

 

The motion passed by 5-3 vote of the Board.

Remarks from the Superintendent. Superintendent D'Amico reported that the open houses at the Head Start sites were a success.  She stated that the centers are beautiful, and she stated that she was happy to report they will open for students on Monday, March 29, 2010. Round up and recruitment for Hippy/21st Century, and Head Start, was held at the Pointe Coupee Central High School gymnasium on Saturday March 20, 2010 from 10:00 a.m. to 2:00 p.m.  Mrs. D'Amico stated that 100% interest reimbursement is expected for Qualified Zone Academy Bonds and Qualified School Construction Bonds.  Mrs. D'Amico announced that due to testing, public schools in Pointe Coupee will be closed only on good Friday, April 2, 2010, but not the week before or after Easter.  Public schools will be closed for spring break from Monday, April 26-Friday, April 30, 2010.  She reiterated that absenteeism is a factor that affects School Performance Scores; parent/guardians are encouraged to ensure that students attend school throughout the school year.  Superintendent D'Amico introduced Michelle Burrows with International Center for Leadership in Education (ICLE).  Mrs. Burrows stated that she has enjoyed working with students and faculty at Rosenwald Elementary School over the last couple of months.

Strategy Session and/or Action Concerning Pending Litigations.  On a motion by Mr. Thomas Nelson, seconded by Mrs. Debbie Collins, the Board convened in an executive session at 6:45 p.m. for a strategy session and/or action regarding pending litigations relative to ABoyd and United States versus Pointe Coupee Parish School Board, ACivil Action No. 65-3164-A on the docket of the United States District Court for the Middle District of Louisiana.

 

Open Session.  Mr. Thomas Nelson made a motion to return to open session at 7:38 p.m., seconded by Mr. Frank Aguillard.  Unanimously carried.

 

It was reported that there was no action to be taken, and a motion to adjourn was entertained.
